A physician by training, he entered the NSDAP in 1925. In 1933 Dr Gross founded and headed the Reich Bureau for Enlightenment on Population Policy and Racial Welfare, which in April 1934 was integrated into the Racial Policy Department of the NSDAP.
In September 1942 Gross became head of this department and also head of the Science Division in the Ideology Department (Amt Rosenberg).
His zoological anti-semitism found typical expression in his pseudo-scientific work, Die rassenpolitischen Voraussetzungen zur Lösung der Judenfrage (1943).
