Welkowitz was born on August 3, 1926 in New York City, New York, United States; the son of Samuel and Shirley (Rosenblum) Welkowitz.
Welkowitz studied at Erasmus Hall High School. In 1948, he earned his Bachelor of Science degree from Cooper Union College. A year later Walter was given a Master of Science degree from the University of Illinois at Urbana-Champaign. Also in 1954, he received a Doctor of Philosophy degree from the same university.
Welkowitz served as an electronic technician's mate with expertise in radar and radio control on a battleship in the United States Navy from 1944 to 1945. He began his career as a research associate at the University of Illinois in 1948. Six years later Walter took the same position at Columbia University. Then in 1955, he became an assistant to president and general manager at Gulton Industries, Inc.
He served as a professor and chairman of electrical engineering department at Rutgers University from 1964 to 1986. In 1986, Welkowitz was appointed a professor of biomedical engineering department at the same university, where he worked until his retirement as a professor emeritus in 1993.

1987Welkowitz was a member of the Institute of Electrical and Electronics Engineers, New York Academy of Medicine and National Academy of Science. He was a founding fellow of American Institute of Medicine and Biological Engineering.
On June 17, 1951 Walter Welkowitz married Joan Horowitz. They have three children and five grandchildren.
