Member of advisory panel Office Technology Assessment, United States Congress, 1982-1984, Harvard/Carnegie Studyon Prevention of Nuclear War, 1985-1986.

Witness House Science Technology Committee, United States Congress, 1985. Senior fellow Foreign Policy Research Institute, since 1994.
