Binger, Walter David was born on January 16, 1888 in New York City. Son of Gustav and Frances (Newgass) Binger.

Education

Student Philadelphia Textile School, 1908-1909. Bachelor of Science in C.E., Massachusetts Institute Technology, 1916. Also studied abroad and at Harvard Engineering School.

Career

Served as Second lieutenant Signal Corps Construction Division, January-March 1918. With Air Service Construction Division. American Expeditionary Force, March 1918-January 1919.

President Thompson & Binger, Inc., 1920-1928. Vice president R. H. Howes Construction Company, 1928-1929. 1st vice president Adelson Constructing & Engineering Corporation, 1930-1931.

In private practice as construction engineering since 1931. Deputy commissioner of sanitation in charge of engineering division, New York City, 1934-1938. (built Wards Island Sewage Treatment Works).

Commissioner of Borough Works, Manhattan, charge of design and construction East River Drive and Harlem Drive, 1938-1945. Partner Binger-O’Connor-Orrok, Architect-Engineer, 1941-1944, specializing work for Engineer corpus, United States army. Member Binger & Hammond, Associates, Consulting Engineers, 1944-1945.

Vice-president City Investing Company, 1945-1950. Consultant engineer since 1950. Chairman National Technology Advisory committee, by appointment Secretary of War, 1941.
