Began practice of law as member Campbell & Young, Louisville, 1905, retained to look after interests of Kentucky Experiment Station in enforcing state food and drug laws in vicinity of Louisville. Chief inspector Bureau of Chemistry, United States Department of Agriculture, 1907-1914. Upon reorganization of Bureau Chemical, January 1, 1914, promoted to chief of Eastern food and drug inspection district.
Made assistant chief of Bureau of Chemistry, December, 1916. Designated acting chief, July 15, 1921. Appointed director regulatory work, United States Department of Agriculture, October 1, 1923.
Chief of Food and Drug Administration, unites states department of Agriculture, February 1, 1933-1940. Commissioner of food and drugs, Federal Security Agency 1940 to 1944. Voluntarily retired.
