Portsmouth"s two MPs (one Liberal Unionist and one Conservative) had not stood for re-election, and Clough was one of the two Liberals elected to replace them. He was re-elected in 1895, but did not serve a full term, and resigned his seat on 23 April 1900 by the technical device of accepting appointment as Steward of the Manor of Northstead, a notional "office of profit under The Crown". Clough died in the Kingston Registration district on 17 April 1922 aged 75.
