Teacher, high school, Monroe, North Carolina, 1887-1890. Admitted to Georgia bar, 1891, and practiced at Atlanta. Appointed United States commissioner general to Mediterranean and Balkan States, by President Wilson, 1913, upon behalf Panama-Pacific Exposition, San Francisco, 1915.

Lieutenant colonel, staff of governments J. M. Terrell and Hugh M. Dorsey.
