Tsai, Wen-Ta was born on February 21, 1952 in Taichung, Taiwan. Son of Jen-Ho and Shou-Lian (Chang) Tsai.

Associate professor materials science and engineering National Cheng Kung University, 1983-1987, professor, since 1987, head department materials engineering, 1987-1991, associate dean College Engineering, 1993-1997, director university library, 1997-1998, director Materials Corrosion Prevention Center, since 1998. Chairman organizing committee 9th Asian-Pacific Corrosion Control Conference, Kaosiung, Taiwan, 1995.
