Background
Briscoe was the son of John Briscoe of Crofton, Cumberland and his wife Mary Braithwaite, daughter of Sir Thomas Braithwaite of Burneshead, Westmorland.

He matriculated at Queen"s College, Oxford on 12 December 1623, aged 17 and was called to the bar after studying law at Lincoln"s Inn in 1634. Briscoe served as a Justice of the Peace for Cumberland from 1642 ro 1662 and was appointed High Sheriff of Cumberland for 1650-1651. He was re-elected in 1656 for the Second Protectorate Parliament and in 1659 for the Third Protectorate Parliament.
In 1660, Briscoe was elected Member of Parliament for Carlisle in the Convention Parliament.
Briscoe married firstly on 26 November 1635, Susanna Cranfield, daughter of Sir Randal Cranfield of London and Sutton-at-Hone, Kent and had a son.
In 1654, he was elected Member of Parliament for Cumberland in the First Protectorate Parliament.
