For many years he worked in Boston as draftsman in the office of the late Charles Brigham, and during the late nineties supervised the construction of the so-called "Brigham addition" to the State House. In practice for himself during later years he was appointed in charge of various alterations and enlargements to the State House, and was one of three architects who designed the lateral wings of the building.
Independently Mr. Chapman planned a number of public structures, those of major importance being the Court House at Quincy, Mass., the Chamber of Commerce Building at Salem, four city schools at Quincy, and the County Agricultural School at Norfolk.
