William I. Deming was born in 1871 in Washington, District of Columbia, United States.
He was a graduate of George Washington University.
He began practice in the firm of Wood, Donn & Deming in 1902 and continued that association ten years. During that period the firm's most important works were the Masonic Temple, 1908, and the Union Trust Building, the latter built at the corner of 16th and H Streets in 1907. Following Vaddy Wood's withdrawal from the firm in 1912 Mr. Deming remained in partnership with E. W. Donn for another decade, thereafter carried on his work alone. During the latter period he designed a number of schools, hospitals and commercial buildings.
