Fellowes was the son of William Fellowes and Lavinia Smyth.

He was elected to the House of Commons for Huntingdon in 1796, a seat he held until 1807, and then represented Huntingdonshire from 1807 to 1830. Their eldest surviving son Edward Fellowes was elevated to the peerage as Baron de Ramsey in 1887. Their third son, Richard, was Conservative Member of Parliament for Berkshire.
Fellowes died in August 1837, aged 68.
Another grandson, James Herbert Benyon, was Lord Lieutenant of Berkshire.
