The book consists of four lengthy chapters. Chapter one, entitled "Historical Development", traces the development of Idealism from Descartes' "Meditations" to the metaphysics of Hegel. In chapter two English Idealism is contrasted with German: is the universe constituted of sensations, or of thoughts? Chapter three discusses "Idealism and Materialism", attacking in particular the use (or misuse?) of evolutionary biology to support a materialist metaphysic. Chapter four, entitled "Berkeley and His Critics", was actually the first to be written. It provides a defence of Berkeley against the alleged misunderstandings of such critics as Hamilton and Mansel. Berkeley's proof of the non-existence of matter marked, Graham contends, a definite and positive advance in metaphysics, and thus provides a proof, versus positivists and sceptics, that metaphysics is possible.

Excerpt from English Political Philosophy: From Hobbes to Maine The design of the following work is twofold - first, to give a connected account within a moderate compass of the political theories of the greater English political thinkers who have most influenced practice from the days of Hobbes, the first great fountain of original ideas; secondly, by a reasoned criticism, to distinguish what is permanently true from what is doubtful or erroneous, to disengage the former, and, as far as may be, develop it further, with the hope that finally from the exposition and criticism together something like an Introduction to Political Science might result, resting on authority and reason combined. It is conceived that, by the critical application both of the old Deductive and the new Historical Methods of reasoning to the successive, systems of the leading English political thinkers, we might arrive, if not at a more comprehensive system, which it is not my object to attempt to construct, yet at a body of principles, a set of reasoned conclusions on the more important and fundamental and recurrent topics that might be useful to all who take a rational interest in politics and political questions. FREE TRADE AND THE EMPIRE CHAPTER I FREE TRADE AND PROTECTION IN THE NINETEENTH CENTURY I During the first fifty years of the nineteenth century England enjoyed a monopoly in nearly all branches of manufacture, in addition to her commercial supremacy. The monopoly extended to the various textile industries of cotton, woollen, linen, lace, silk; the iron and steel industries; the hardware industry. She had her supremacy from the great series of new inventions which made the Industrial Revolution, which inventions enabled her to produce on a great scale and far more cheaply than before, and much more cheaply than the foreigners working with their ruder methods and apparatus. England enjoyed this B monopoly unchallenged during the Great War, and for some quarter of a century afterwards. During the war the old industries on the Continent were gradually broken up, though the old rude methods long survived. England supplied the Continent with manufactures so far as Napoleon's Berlin Decrees and exclusive policy allowed it. After the war the Continental nations still more bought English manufactures--linen, woollen, cotton, hardware--and gave in return corn, wines, timber, wool, raw flax, hemp, etc. Duties were levied on imported goods on both sides, but they were not protective duties, except the English duties on corn; for the Continental nations had scarcely any manufactures to protect or that competed with ours. England, having the monopoly of many industries, naturally enjoyed high prices and a very great rate of profits.
