Attended College of Philadelphia (now University of Pennsylvania).
Commissioned lieutenant colonel, aide-de-camp to George Washington, 1776. Promoted colonel, in command of a Virginia Regiment, 1777. Took part in battles of Long Island, White Plains, and Brandywine.
Testified at trial of Major General Charles Lee regarding confusion prior to Battle of Monmouth. Retired from Army, 1779. Commissioner Board of War, 1780-1781.
Member Virginia House of Delegates, 1784-1785, 88. Member Continental Congress, 1785-1787. Member United States Senate from Virginia, 1789.
Strong supporter of Southern interests. Influential in procuring passage Ordinance of 1787.
