Career
He served as mayor of Berlin from 1882 to 1883. The son of Peter Jaffray, a native of Scotland, and Mary Ann Gittins, he was born in Shrewsbury. In 1851, his father established the Galt Reporter in 1847.
Jaffray joined him as a partner in 1851.
He became editor of the Galt Reporter and Berlin Chronicle in 1856. In 1862, Jarray became Berlin"s postmaster and, in 1864, became express and telegraph agent.
