In his book "Mrs Thatcher's Economic Experiment" William Keegan won acclaim even from critics for the virulence of his attack on the government's monetarist policies of the early 1980s. These, in his opinion, produced an unnecessarily severe recession and much social damage. His new book, "Mr Osborne's Economic Experiment" is a conscious echo of that earlier work. Keegan believes that, although the circumstances are different, there are parallels in the way that unnecessarily deflationary policies aggravated the recession that was initially brought on by the financial crisis, and have caused needless social hardship.

William Keegan was educated at Wimbledon College and Trinity College, Cambridge, where he received his Bachelor of Arts in 1963. He completed his national service in the Royal Tank Regiment from 1957 to 1959.
William Keegan became a journalist for the Financial Times in 1963, moving to the Daily Mail in 1964, then returning to the Financial Times as an economics correspondent for 9 years in 1967.
He then worked in the Bank of England Economics Intelligence Department as an assistant to governor from 1976 to 1977.
William Keegan was an economics editor of The Observer from 1977 to 2003, and continues to contribute to the paper as Observer's senior economics commentator. There he also worked as an assistant editor and business editor during 1981-1983, and from 1983 - as an associate editor.
Additionally, in 1989 Keegan became a visiting professor of journalism at the University of Sheffield, and in 2012 a visiting professor of economics at Queen Mary University of London. He is also a visiting professor at The Policy Institute, King's College London, and is also involved in The Strand Group seminar series there.
Moreover, during his career, Keegan has authored two fiction books, in 1974 and 1976, and eight economics and politics books, between 1978 and 2012.
As of 2019, William Keegan is a columnist for The Observer (now part of The Guardian).

2003William Keegan has sat on a number of committees and advisory boards. Beginning in 1981 he was on the British Broadcasting Corporation Advisory Committee on Business and Industrial affairs. From 1987 he was a council member of the Employment Institute. From 1988 to 1992 Keegan was a member of the advisory board of Cambridge University Department of Applied Economics. Besides, he was a member of the Committee for Social Sciences, CNNA in 1991-1992.
William Keegan married Tessa Ashton on February 7, 1967, but the couple divorced in 1982. In 1992 Keegan married Hilary Stonefrost, a barrister. They currently live in Islington, London.
Keegan has seven children, including four from the first marriage - Clemency, Benedicta, Harry, and Bartholomew.
