Lee was the son of Henry Lee of Camp"s Hill, Lewisham.

He was director of the Millwall Freehold Land and Docks Company, the Metropolitan Railway, and the Victoria Station & Pimlico Railway. He was a Deputy Lieutenant and Justice of the Peace for Kent. In 1852, Lee stood unsuccessfully for parliament at Maidstone.
He was re-elected for Maidstone in 1859 and held the seat until 1870.
Lee died at the age of 80. Lee married ChristianaReynolds, daughter of Samuel Reynolds of Theydon, Essex in 1820.
