May was born in Letterkenny, County Donegal, the son of William May Justice of the Peace, and educated at Methodist College, Belfast.

At the Northern Ireland general election, 1949, he was elected as the Ulster Unionist Party Member of Parliament for Ards. He was appointed Minister for Education in 1957, also being raised to the Privy Council (Northern Ireland). May died at his home, Mertoun Hall, Holywood, County Down in 1962.
May was a chartered accountant in the firm of Quin, Knox and Company During the Second World War he served in the Royal Air Force and was a Member of Lloyd"s from 1954.
