Entered Irish Church Temporalities Commission as Clerk, 1872. Registrar, 1S7S; Assistant-Secretary Irish Land Commission on its formation, 1881. Transferred to temporary post of Comptroller under the Arrears of Rent (Ireland) Act 1SS2, 1882.
Reverted to former post, 1883. A General Inspector under Local Government Board for Ireland, 1885. Acted as a Commissioner on the County Donegal Light Railway Commission, 1890.
First Secretary of Congested Districts Board for Ireland, 1891. Was seconded to act as Chairman of the Viceregal Poor Law Reform Commission for Ireland, 1903, which reported in 1906. Nominated to be a member of the Viceregal Committee of Inquiry into the Agriculture and Technical Instruction (Ireland) Act 1899, and the administration of that Act, 190(3.
Dissented from his colleagues and submitted a Minority Report in 1907. Lion, member of Congested Districts Board for Ireland, 1909. Was a Commissioner on the Local Government Board for Ireland, 1898-1910. Permanent Member of Congested Districts Board for Ireland since 1910.
