John Mills, rector of Barford and Oxhill, Warwickshire and educated at Felsted School. He served as a director of the East India Company from 1778 to 1785. He was elected Member of Parliament for Street Ives in 1790, sitting until 1796 and for Coventry for 1805 to 1812.
He was appointed High Sheriff of Hampshire for 1803-1804.
