Appointed United States surveyor-general of Florida by President Cleveland, 1894. Mayor of Marianna, 1898-1899. President of the board of mgrs.

State Reform School, Marianna, 1897-1913. Appointed United States senator, March 27, 1908, for unexpired term (1908-1909) of William James Bryan, deceased. United States commissioner since 1923.

Was member Florida Repeal Convention Vice president Georgia Society of the Cincinnati.
