He was awarded a bronze medal for "success in art" in 1859. Skinner migrated to Auckland, New Zealand in 1859 where he worked as a contractor and builder. He built the parsonage for the Church of the Holy Sepulchre (Auckland) in 1869.
He enlisted in the Royal Rifle Volunteers during the New Zealand Wars and was promoted to major.
He died in 1915.
