Career
Born in Middletown, Connecticut, Starr moved to Ripon, Wisconsin Territory in 1843. He was a teacher, merchant, farmer, and was in the lumber business. Starr was involved in Ripon College serving as trustee.
Starr also served on the Board of Regents of the Wisconsin Normal School from 1868 until his death and was the president of the board.
In 1863 and 1864, Starr served in the Wisconsin State Assembly. He died in Ripon, Wisconsin.
