William was born on November 1774 at Biddeford, Maine, United States. He was the son of James Sullivan, later governor of Massachusetts, and Mehitable (Odiorne) Sullivan.

William was born on November 1774 at Biddeford, Maine, United States. He was the son of James Sullivan, later governor of Massachusetts, and Mehitable (Odiorne) Sullivan.
Prepared for college by the Rev. Phillips Payson of Chelsea, Massachussets, he was graduated from Harvard with honors in 1792, studied law in his father's Boston office, and was admitted to the bar in 1795.
In Boston Sullivan proved himself an able lawyer and shared in the increasing fortunes of the growing city. During the early years of his practice he was frequently called upon to give legal advice to the selectmen; in 1814 he served as fire ward, in 1821 he aided in drafting a charter for the city.
As chief marshal of the Boston Centennial Celebration in 1830, he left behind a characteristic letter addressed to the Chief Marshal of the Celebration of September 17, 1930.
In 1804 he was elected to the Massachusetts General Court and thenceforth until 1830 was in almost continuous service as representative, senator, or member of the executive council of the state.
Though not a delegate to the Hartford Convention, he was in sympathy with its actions and was sent with Harrison Gray Otis and Thomas H. Perkins to carry to Washington the protest of the Massachusetts legislature which grew out of the report of that convention.
In 1829 his wife inherited a competence sufficient for the future needs of the family, making it possible for him to abandon the practice of law for the writing which had already become his greatest pleasure.
In 1835 and 1836 he gave a series of historical lectures in Boston; these are preserved in manuscript in the Boston Public Library. In 1837 he brought out Sea Life
He died in 1839.

He also played a prominent role in politics, despite his Democratic parentage allying himself with the Federalists. In 1812 he was a member of the Federalist Convention in New York and of the Central Committee of Federalists in Massachusetts.
Fourteen years later he joined with others to defend the convention against the charge brought by John Quincy Adams that the Federalists there present had advocated disunion.
