Engaged in mercantile life. Became clerk of circuit and corporation courts of Norfolk for 6 years. Delegate to National Democratic Convention, 1892.
Identified with important industrial interests. Member Congress, 1897-1901, 2d Virginia district. Democrat. Introduced electric cars into Norfolk, which has since from little more than a village, become a busy progressive metropolis.
Originated project which converted a piece of wilderness into the beautiful Lafayette Park.
