Membership

Served on Columbia, Spanish-American War, 1898. Served in Atlantic Fleet and in American div. of battleships in British Grand Fleet. Member Inter-Allied Commission at Malta.

Member Inter-Allied Commission to put into effect the naval terms of the armistice with Austria-Hungary, and received surrender of Austro-Hungarian fleet. Member Inter-Allied Conference on Radio, Paris, January and August, 1919.
