Reproduction, both biological and cultural, is neither automatic nor unchanging; and when any notable alteration in rates of growth and decay occurs, the group concerned creates critical problems for itself and often for its neighbours as well. McNeill emphasizes the role of demography in human affairs and shows how politics rides on currents of biological ebb and flow. He argues that growing populations, when unable to expand into new territory, seek space within an existing body politic by struggling one against the other. The author proposes the need to confront the dilemma posed by changing demographics. His essay was submitted to a group of experts from various diciplines and countries at a meeting held in Luxembourg in July 1996. The discussions at the meeting were most of the time lively but also controversial; many comments dealt with the tenets of William McNeill's essay, but a number of new ideas—going beyond the scope of the text—were forwarded. The experts discussed the presuppositions and consequences of McNeill's statement. Topics in the discussion included the role of the family, violence and tolerance, the future of the village, the "civilized compromise," and life-long learning. For more than a century and a half, from 1607 to 1763, Britain and France struggled to master the eastern half of North America. They fought five blood-soaked wars and continuously provoked various Indian tribes to raise arms against each other's subjects for the mastery of the land. The last French and Indian War, from 1754 to 1760, would dwarf all previous conflicts in the number of troops, expense, geographical expanse, and total casualties. Placing the French and Indian War in a broad historical context, this study examines the struggle for North America during the two preceding centuries and includes not only the conflict between France and Britain, but also the parts played by various Indian tribes and the other European powers. The last French and Indian War makes for colorful reading with its array of inept and daring commanders, epic heroism among the troops, far-flung battles and sieges, and creaking fleets of warships. Ironically, America's most famous founder, George Washington, helped to spark the war, first by trudging through the wilderness in the dead of winter with a message from Virginia Governor Dinwiddie to the French to abandon their forts in the upper Ohio River valley, then a half year later by ordering the war's first shots when his troops ambushed Captain Jumonville, and finally when he ignominiously surrendered his force at Fort Necessity and unwittingly signed a surrender document in French naming himself Jumonville's assassin. Topical chapters discuss the economic, political, social, and military attributes of the participants, and narrative chapters examine the campaigns of the war's first two years.

Increasingly, international organizations and human rights advocates have stressed the need to protect the interests of migrants themselves. However, while the UNDP's 2009 Human Development Report talks of "win-win-win" solutions, in practice it is the perceived interests of destination countries that enjoy the greatest attention, while the rights of migrants themselves are afforded the least. Yet migration is not just an issue in itself: it also points to structural inequalities between countries and regions. Managing migration and protecting migrants is too limited an agenda. Activists and policymakers must also address these inequalities directly to ensure that people can pursue their fundamental human rights whether they move or stay. It is not enough to measure development only in terms of progress at the national level: development must also be measured in terms of reductions in the gross levels of inequality that now determine differential rights on the basis of accident of birth.
