Background
BURDETT-COUTTS, William Lehman Ashmead Bartlettwas born in 1851 in United States of America 2nd son of late Ellis Bartlett of Plymouth, New England, and Sophia, daughter of John King Ashmead of Philadelphia. Grandparents on both sides British subjects.
Education
Privately; lveble College Oxford (Scholar. Master of Arts, 1870). The Baroness Burdett-Coutts having originated the Turkish Compassionate Fund, he volunteered to proceed to the Russo-Turkisn war as Special Commissioner, 1877 (Star and 2nd class of the Medjidie).
Was one of the originators of the Fisheries Exhibition, and has interested himself in the question of the food supply of the poor of Londou.
Re-opened Columbia Market for the sale of fish and vegetables, and obtained parliamentary powers for railway access, but was unable to make satisfactory arrangements with the Railway Companies. Visited Ireland to assist in organising relief in the distressed districts, 1879-SO.
Subsequently largely developed the Baroness’s scheme for benefiting the Irish fishermen.
Career
Founder and owner of the Brookfield Study. Trustee of the Baltimore Fishery School. Governor of Christ’s Hospital.
Twice Master of the Turners’ Company (1888 and 1889).
And one of the founders of the British East African Possessions. Mr. Burdett-Coutts carried the Hampstead Heath Acting, 1885 (adding Parliament Hill and 300 acres as public recreation ground), Police Enfranchisement, and Metropolitan Management Amendment Acts, 1887, and also the Advertisement Rating Acting, 1889.
Proceeded to South. Africaas Times Correspondent with regard to the sick and wounded, 1900, and thus led to the appointment of a Royal Commission of Inquiry. After the publication of its Report the Government promised a “drastic reform” of the Army Medical Service (Session 1901), and an elaborate scheme of reform has since been passed.
Since 1902, has been a prominent advocate of railway reform, including better loading, co-operation, and a fuller system of statistics as a guide tv efficient working, and for the information of Parliament.
This led to the appointment by the Board of Trade of a Committee of Inquiry, as a result of which the Government introduced the Railway (Accounts and Returns) Bill, 1910. Member of Parliament (Conservative) Westminster since 1885.
