Owen, William Otway was born on July 6, 1854 in Nollichucky River, Tennessee, United States. Son of Robert Latham and Narcissa Clarke (Chisholm) Owen.

Educated Virginia Military Institute, 1873-1875. Doctor of Medicine University of Virginia, 1878.

Career

Appointed assistant surgeon, United States Army, May 23, 1882. Captain assistant surgeon, May 23, 1887. Major brigade surgeon, United States Volumes, June 4, 1898.

Honorary discharged June 30, 1899. Retired on account of disability in line of duty, November 23, 1905. Re-commissioned as colonel Medical Corps, by act of Congress.

May 27, 1916; curator Army and Medical Museum and Library, Washington, to July 6, 1918. when retired. Professor anatomy, Georgetown University.
