Williams, William Owen was born in 1860 in Bradford, Yorkshire. Son of late Professor William Williams, Fellow of the Royal College of Veterinary Surgeons, Fellow of the Royal Society of Edinburgh, Principal of the New Veterinary College, Edinburgh, and Caroline Owen.

Studied at Royal High School, University, and New Veterinary College, Edinburgh. Alfort Veterinary College, Paris.
Career
Hospital Surgeon and Demonstrator in New Veterinary College, then Professor of Veterinary Medicine and Surgery as especially applied to the ox, sheep, pig, and dog. Principal of New Veterinary College, 1900. Member of Council of Royal College of Veterinary Surgeons.
President of the Council of the Royal College of Veterinary Surgeons, 1902-1903-1904.
