Background
CHAPMAN, William Percy was born on July 18, 1850. Youngest son of late George Chapman of Pope’s Hall, Lenham, Kent, and afterwards of Dieppe, France, and Margaret Maria, 3rd daughter of late Pierce Archer, Butler of Aherlowe Castle, Company Tipperary.
Career
Served in Royal Navy (His Majesty’s Ship Duncan, Doris, and Constance on North American and West Indian Station. His Majesty’s Ship Victory at Portsmouth, and His Majesty’s Ship Caledonia in Mediterranean), 1864 -69 (Canadian medal with clasp). Lieutenant 3rd Battalion Devonshire Regiment 1872.
Captain, 1877.
Major, 1886. Resigned his commission, with permission to retain his rank, 18S7. Appointed to Reserve of Officers of the Army.
Vice-Consul at Rouen, 1878. Consul, 1885; Consul for Provinces of Lucca, Pisa, Leghorn (including the Island of Elba), and Grosseto, to reside at Leghorn, 1891.
Received the Jubilee Medal, 1897.
On the ratification of the Extradition Treaty between Great Britain and San Marino the Government, of the Republic expressed their desire to confer on him the Knight Commandership of their Order, but the regulations did not allow him to accept. His (or Her) Majesty Consul-General for Tuscany (with the exception of the Province of Massa, but including the Island of Elba), the Provinces of Modena, Bologna, Ferrara, Ravenna, Foili, Ancona, and Pesaro Urbino, in the Marche and the region of Vonetia since 1896. Also His (or Her) Majesty Consul to the Republic of San Marino since 1900.
