Harts, William Wright was born on August 29, 1866 in Springfield, Illinois, United States. Son of Peter Wilde and Harriet (Bates) Harts.


Student Princeton, 1884-1885 (honorary Master of Arts 1913). Bachelor of Science, United States Military Academy, 1889, Engineer School of Application, 1892, Army War College, 1912 and 1921. Navy War College, 1913.

Field Artillery School of Fire, 1923. Coast Artillery School, 1924.


Commissioned Second lieutenant Corps of Engineers, 1889. Promoted through grades to brigadier general N.A., 1917, brigadier general United States Army, 1924.


Served with Corps Engineers, 1889-1917, in a large variety of construction projects, including river and harbor improvements, locks and dams, army camps and memorial projects, student and instructor United States Army War College, Washington, District of Columbia, 1911-1913. Member American Society of Civil Engineers, Society Military Engineers, S.R., Military Order Loyal Legion, American Legion, Institution C.E. (London). Clubs: Army and Navy (Washington).
