He was born on August 11, 1943 in Liberia to William Edward Dennis (Senior), a distinguished former Secretary of the Treasury, and to Danliette Gibson Dennis of Cape Palmas.

Educated at the College of West Africa and Assembly of God Mission and the Rosenberg Institute of St Gallen, Switzerland, followed by Mill field, Somerset, England, where he took his GCE ordinary and advanced levels.
He took a BSc Economics at the Wharton School of Finance and Commerce at the University of Pennsylvania before doing postgraduate work m industrial management at Arthur D- Little, the consultancy firm from Cambridge, Massachusetts.
He returned to Liberia to become the manager of the W. E. Dennis Plantation Corporation between 1966 and 1967, before becoming a technical analyst at the Liberia Bank for Industrial Development and Investment between 1967 anв 1970. He was then appointed manager of the Monrovia Port Management Co, where his good work was noted and let to his nomination by President Tolbert as Secretary (later Minister) for Commerce and Industry in September 1971.
