Member 5 North Carolina provincial congresses from Halifax County, elected superintendent Indian affairs for Southern colonies during 4th congress, 1774, member commission to draft North Carolina constitution during 5th congress, influential in determining its form and character, credited with its authorship.

Member North Carolina House of Commons from Borough of Halifax, 1777, from Halifax County, 1779-1780. Member Continental Congress, 1780-1781. Member North Carolina Council of State, 1781, 87.

Elected to North Carolina Senate, 1782, 84, 88. Delegate to North Carolina Convention of 1788, to ratify United States Constitution (opposed). Member 1st board of trustees U. North Carolina.
