Taylor, Willis Ratcliffe was born on February 24, 1897 in Parkersburg, West Virginia, United States. Son of Nathaniel Ratcliffe and Josephine (Golden) Taylor.

Commissioned Second lieutenant, 1918, and advanced through the grades to brigadier general, 1942. Photographic School, 1921. Serial survey program, Manila, P.I., 1921-1923.

Mapping of northwest territory in Washington and Oregon, 1923-1928. Scott Field, Illinois, commanded photographic section, 1928-1931. Commander Observation Squadron, Mitchel Field, 1931-1934.

Commanding officer, Bombardment Squadron, Panama, 1934-1937. Served on boundary settlement committee to Guatemala, Honduras and Salvador. Commanded 27th Pursuit Squadron, Selfridge Field, Michigan, 1937-1939.
