He was born on September 23, 1825 in Philadelphia, Pennsylvania, United States. He was grandson of Winthrop Sargent and son of George Washington and Margaret (Percy) Sargent
In Philadelphia he received his early education. He graduated from the University of Pennsylvania in 1845 and received a law degree at Harvard two years later.
He began the practice of law in Boston, but he enjoyed an income large enough to make him independent of his profession and he was more interested in the history of the American Revolution than in his legal career.
Soon after his marriage he established himself in Philadelphia, where he remained until the outbreak of the Civil War. Shortly after his return to Philadelphia in 1851 he became interested in the military history of the French and Indian War and edited for the Historical Society of Pennsylvania The History of an Expedition against Fort Du Quesne, in 1755; under Major-General Edward Braddock. This work, published in 1855, was based upon manuscript sources and edited with a skill not then common in American historiography; it remained for many years the standard work on the Braddock expedition.
In 1860 he published an edition of The Loyal Verses of Joseph Stansbury and Doctor Jonathan Odell, Relating to the American Revolution, characterized by moderate and very fair-minded notes. At about the same time he ended his labors on Major Andre, whom he sought to rehabilitate, by the publication of the Life and Career of Major John Andre (1861). In spite of a florid treatment and other literary defects, his book was long regarded as the definitive work upon the subject.
During the Civil War he lived in Mississippi, where, at Natchez, his father was brutally murdered in 1864. At the close of the war he moved to New York City and began the practice of law, but he was depressed by the death of his father and his own poor health. He soon gave up the law to seek rest in Europe. He died of consumption in Paris in 1870.
