Member West Virginia House of Delaware, 1921-1923, 1943-1944, state Senate (chairman judiciary committee, 1925, floor leader), 1923-1930.

Member and secretary West Virginia Constitutional Commission, 1930. Member of the Board of Governors West Virginia University 1935-1941.
