Kuo Y. K. studied at the Fudan University, Shanghai, during 1906-1910. Mr. Kuo was sent by the Ministry of Foreign Affairs to take post graduate studies on International Law and Diplomacy at Columbia University, New York, in 1917. He graduated from the Law Department of the Tianjin University with Bachelor of Laws degree in 1915. Mr. Kuo passed the diplomatic and consular service examinations in 1916. In October 1935 he was given Doctor of Laws degree by the Fudan University, Shanghai.
In 1919 Mr. Kuo was appointed associate secretary to the Chinese Delegation to the Peace Conference in Paris. In 1920 he became a member of the Law Codification Commission and concurrently member of the Peace Treaty Discussion Commission and of the Extraterritoriality Discussion Commission. In March, 1921, Kuo Y. K. was made a secretary to Dr. Wang Chung-hui, the Chinese member of the Commission to study the proposals for the amendment of the League Covenant. And in September, 1921-1922, he resumed his post as a technical expert to the Chinese Delegation to the League of Nations, and senior secretary to the Chinese Delegation to the Washington Conference.
From 1922 till 1925 Kuo Y. K. served as a judge of the Supreme Court of China. Between 1926 and 1932 he acted as a professor of civil law and jurisprudence, Yenching University, Peking, and since 1928 as an acting vice-president of the same institution. During 1930-1932 Mr. kuo worked as a chairman, Department of Jurisprudence. During the period of May-November, 1932, he held the post of a counsellor of the Ministry of Judicial Administration. Since November, 1932, Mr. Kuo served as a President of the District Court for the First Special Area in Shanghai.
