Yagi Masao graduated from Law Department of Tokyo University (1936).
Yagi Masao became clerk of Ministry of Foreign Affairs. Enlisted in the army (1937) and became first lieutenant. After leaving the army (1940) was appointed Third Secretary of Japanese Embassy in U.S.A. (1941).
During the war served in the Information Bureau of Foreign Ministry. After the war was appointed chief of the Fourth Section of Special Property Bureau. Appointed Consul at New York (1952), and chief of the First and the Second sections of the Information and Cultural Bureau of Foreign Ministry (1954). Served as councilor, assistant inspector of Deliberation Office and member of Foreign Service Training Institute (1955).
