1906 joined Russian Social-Democratic Workers’ Party in Glukhov. 1908 in custody for 10 months before being tried for membership of Russian Social-Democratic Workers’ Party. Later sentenced to five years in prison by Kiev Assizes.
January 1915 exiled on suspicion of anti-military agitation to Poltava, where he worked for underground Russian Social-Democratic Workers ’Party (Bolsheviks) organisation. 1918 helped to found Communist Party (Bolsheviks) Ukraine and was member of its Central Committee. During Civil War sent to Ukraine on underground work and to organize partisan struggle against Pctlyura’s army.
1919-1920 fought against Denikin’s army. 1920-1921 supported Democratic Centralism Group. 1922 member, Russian Soviet Federative Socialist Republic Small Council of People's Commissar.
1923 served as its chairman and member, Administration and Financial Commission, Union of the Soviet Socialist Republics Council of People's Commissar. 1924-1927 deputy chairman, Russian Soviet Federative Socialist Republic Small Council of People's Commissar. 1927 expelled from Party by resolution of 15th Party Congress for siding with Trotskyitc opposition.
1929 reinstated; worked in People's Commissariat of Communications. Later expelled again from Party and sentenced to death in trial of the ”Anti-Soviet Trotskyite Center".
