Elected in absentia member, Central Committee, Russian Social-Democratic Workers’ Party at 5th Congress. 1903, 1906 and 1907 arrested and sentenced to terms of exile. 1913 attended Poronin Bolshevik conference.

1917 member, Foreign Bureau, Central Committee, Russian Social-Democratic Workers ’Party (Bolsheviks). After October 1917 Revol Collegium member, Union of the Soviet Socialist Republics People's Commissariat of Finance, Commissar and mang, Union of the Soviet Socialist Republics People's Bank. From 1920 held dipl posts.
1920 Soviet plenipotentiary and trade representative in Latin 1921-1923 Collegium member, Union of the Soviet Socialist Republics People's Commissariat of Foreign Affairs. 1923-1930 Collegium member, Union of the Soviet Socialist Republics Commissariat of Foreign Trade and Union of the Soviet Socialist Republics Commissariat of Trade.
1930-1932 Presidium member, Russian Soviet Federative Socialist Republic Supreme Sovnarkhov. From 1935 director, Union of the Soviet Socialist Republics Museum of the Revol. Wrote articles and pamphlets on economics and political subjects.
