Studied at Polit and Social Sciences Department, Philosophy Faculty, Berlin University.
1902-1903 member, Bund. 1903-1914 member, Russian Social-Democratic Workers’ Party (Mensheviks). From 1902 active in revol movement.
Several times arrested and imprisoned by Tsarist authorities. 1907-1910 exiled in Toboi’sk Province. 1918-1947 dipl work; 1918-1919 head, Soviet mission in Denmark.
1919-1921 Soviet plcn in Afghanistan, where he concluded the 1921 Soviet-Afghan Treaty. 1921-1922 member, Turkestani Commission, All-Russian Central Executive Committee and Russian Soviet Federative Socialist Republic People's Commissariat of Foreign Affairs plcn for Turkestan and Centr Asia. 1922-1923 Soviet plenipotentiary in Norway.
1923-1934 Soviet plenipotentiary in Turkey. 1925 concluded SovTurkish Friendship and Neutrality Treaty. Signed additional protocol to this treaty and an agreement extending term of treaty.
1934 negotiated establishment of dipl relations between Union of the Soviet Socialist Republics and Bulgaria. 1934-1937 Soviet plenipotentiary in Germany. 1937-1940 Soviet plenipotentiary in France.
1937-1939 member, Soviet deleg at all sessions of League of Nations. 1940-1946 counsellor (with ambassador rank), Union of the Soviet Socialist Republics People's Commissariat of Foreign Affairs. 1946-1947 Union of the Soviet Socialist Republics ambassador in Brazil.
