Studied at Yur’yev (Tartu) Teachers' Seminary. Passed teachers' examinations in Saint St. Petersburg. From 1907 studied at Law Faculty, Saint St. Petersburg University.
1905-1907 teacher; helped found newspaper Kiir. During 1917 February Revol head, Narva Revol Committee, then Narva Soviet. Member. Revel' and North Baltic Russian Social-Democratic Workers ’Party (Bolsheviks) Committee and Executive Committee, Estland Soviet.
July 1917 arrested by Provisional Government. From October 1917 member, Military-Revol Committee, then chairman, Estland Kray Soviet Executive Committee. From February 1918 in Petrograd as military comissar, Northwestern Region.
From November 1918 chairman, Estland Labor Commune Government, and People's Commissar for Military Affairs. 1919-1920 senior posts in Red Army. 1920 elected member, Central Committee, Communist Party Established
1921-1925 underground Party work in Estland. Helped lead 1 December 1924 uprising. 1925 sent by Party to Union of the Soviet Socialist Republics.
1926-1929 comissar, Moscow’s Zhukovskiy Air Force Academy. 1929-1935 deputy head, Main Civil Aviation Board. Delegation at 14th, 15th and 16th All-Union Communist Party (Bolsheviks) Congresses and 6th and 7th Communist International Congresses.
1935-1937 member and exec secretary, Communist International Control Commission. Wrote various works of fiction, including novel Vne zakona (Outside the Law), et cetera Arrested by State Security organs.
