From 1908 emigrfc; active in for groups of Latin SocDemocratic Party. 1915 attended Zimmcrwald Conference and helped organize ’’Zimmerwald Leftist” group. 1917 member, Central Committee, Latin Social-Democratic Party.
1917 at 6th Russian Social-Democratic Workers ’Party (Bolsheviks) Congress elected member, Central Committee, Russian Social-Democratic Workers ’Party (Bolsheviks). At 7th Congress elected candidate member, Central Committee, Russian Communist Party (Bolsheviks). After 1917 October Revol member, All-Russian Central Executive Committee.
1918 Russian Soviet Federative Socialist Republic plenipotentiary in Switzerland. 1919 Latin People's Commissar of Education. 1919-1920 secretary, Communist International.
1921 Russian Soviet Federative Socialist Republic plenipotentiary in Finland. 1921-1925 with Soviet mission in England. From 1925 Union of the Soviet Socialist Republics plenipotentiary in Austria.
From 1927 plenipotentiary, Union of the Soviet Socialist Republics People's Commissariat of Foreign Affairs with Ukraine government and member, Central Committee, Communist Party (Bolsheviks) Ukraine. From 1929 deputy chairman, Commission for Publ of Diplomatic Documents. From 1932 head, Union of the Soviet Socialist Republics and Russian Soviet Federative Socialist Republic Centr Records Board.
Editor, periodical Krasnyy arkhiv (Red Archives). Wrote numerous works, mainly in Latin, on subjects ranging from politics to lit criticism. Arrested by State Security organs.
