Spring 1918 elected by Bolshevik aktiv in Taganrog to Organization(s) Bureau for Preparation of 1st Congress of Communist Party (Bolsheviks) Ukraine. 1918-1920 member, underground All-Ukraine Center and one of leaders, Odessa, Khar’kov and Crimean Committees, Communist Party (Bolsheviks) Ukraine.
1919 member, Revol Military Council, Southern Group, 12th Army, then comissar, 58lh Rifle Division. Took part in capture of Kiev. 1920-1923 chairman, Odessa and Kiev Province Committees, Communist Party (Bolsheviks) Ukraine and chairman, Kiev Province Executive Committee.
1923-1928 chairman, Far Eastern Kray Executive Committee and secretary, Far Eastern Kray Committee. 1928 secretary, Central Committee, Communist Party Belorussian. Held various Army posts.
