1897 joined rcvol movement. 1903 exiled to Arkhangelsk Province. October 1904 fled to Lepaya.
Member, LepayaComt, Latin Social-Democratic Workers’ Party. From 1905 member, Central Committee, Latin Kray Social-Democratic Party. 1907 deleg, 5th Russian Social-Democratic Workers’ Party Congress.
From early 1908 member, Central Committee, Russian Social-Democratic Workers’ Party on behalf of Central Committee, Latin Kray Social-Democratic party. Late 1908-1911 member, Baku Russian Social-Democratic Workers’ Party Committee. From 1911 member, Riga Committee and Central Committee, Latin Kray Social-Democratic Party.
From 1917 also member, Riga Soviet of Workers’ Deputy Member, All-Russian Centr Committee of 1st convocation. During German occupation of Latin did underground work in Riga.
From December 1918 deputy chairman, Soviet Government of Latin and Latin Commissar of Internal Affairs. 1919-1921 member, Revol Military Council, 15th Army. Also worked for Russian Soviet Federative Socialist Republic Revol Military Council.
1921-1924 director, Petrograd (Leningrad) merchant port and member, Petrograd Province Royal College of Physicians)B) Committee. 1925-1931 bd chairman, Soviet Merchant Fleet. 1931-1937 worked in Latin Section of Communist International.
Arrested by People's Commissariat of Internal Affairs.
