Eyyubov was born in 1945 in Baku, Azerbaijan.
In 1963-1964, he studied at Azerbaijan Technical University. In 1968, after returning to Baku, he continued his education at Azerbaijan Technical University and graduated in 1972 with a degree in construction engineering.
He briefly worked at the Sattarkhan Plant (then the Lieutenant Schmidt Plant) in 1964 and was then conscripted to military service in the Soviet Army from 1964 until 1967. In 1973-1974, he was deputy chairman of the party committee of the university. In 1975-1997, Eyyubov worked half time as a senior professor, assistant dean, docent, acting dean, prorector on scientific issues and department director at Azerbaijan Architecture and Construction University.
In 1997-1999, he chaired the Regulation of Industrial Activities Safety Committee and Highland Field Exploration Regulation Committee.
From 1999 until 2003, he served in the Cabinet of Azerbaijan as Deputy Prime Minister mainly coordinating issues of the energy industry. In 2001, he was appointed head of the committee on termination and privatization of a large state company, Azneftekhimmash.
On February 13, 2003 he was appointed as First Deputy Prime Minister. Eyyubov has chaired the Interdepartmental Committee for Protection of State Secrets under the President of Azerbaijan (established on January 17, 1997).
