Graduate Marxism courses at Communist Academy. Studied at Institute of Red Professor.
Worker; prior to 1917 October Rcvol active in trade-union movement. 1913 helped found Bolshevik newspaper "Nash put”’ in Moscow. 1914 arrested for staging a May Day strike: from 1917 February Rcvol until mid-1921 member, Excc Committee, Moscow Soviet and several times elected to its Presidium.
During 1917 October Rcvol member, Military-Rcvol Committee in Moscow: member, All-Russian Ccntr Excc Committee of several convocations. 1918 called for revision of Soviet Constitution. December 1918, together with Rakovskiy, Ioffe, Bukharin, Radek and Markhlevskiy, represented All-Russian Centr Excc Committee at 1st All-German Congress of Soviets.
Active trade-unionist. Presidium member. Public Nutrition League and Presidium member, All-l^nion Ccntr Trade-Union Council. 1921 chairman of Russian delcg sent to Poland to negotiate repatriation of prisoners-of-war.
1920-1921 during the trade union controversy helped Pead anarcho-syndicalist “Ignatov” group which sided with “workers' opposition”. Withdrew from opposition after 10th Russian Communist Party (Bolsheviks) Congress. Subsequently held various exec Party and government posts.
Worked for Vitebsk Province Russian Communist Party (Bolsheviks) Committee. Chairman, Vitebsk Province Executive Committee. From 1929 director Higher Soviet Construction Courses, All-Union Central Executive Committee.
Arrested by State Security organs.
