1906 graduate Moscow University.
Career
1903-1904 active in student movement. 1905 in Geo revol movement. 1907-1912 Kutaisi Province deputy in 3rd State Duma.
Company-leader, Duma Social-Democratic faction. Contributed to legal Social-Democratic newspapers. During 1917 February Revol comissar for Provisional Government in Kutaisi Province.
Chairman, Transcaucasian Soviet of Soldiers’ Deputy of 1st convocation. At June 1917 Congress of Soviets elected member, All-Russian Central Executive Committee. Late 1917-1918 chairman, Transcaucasian Government.
From May 1918, after establishment of Geo Democratic Republic, Geo Minister of Foreign Affairs and deputy chairman, Geo Government. From 1921, after the sovictization of Geo, lived in exile abroad. In emigration member, Foreign Delegation, Geo Social-Democratic Party.
