1903-1905 studied at Khar’kov Technol Institute. 1914 graduate Law Faculty, Saint St. Petersburg University.
1905 expelled from Khar’kov Technol Institute for involvement in Revol. From 1909 head, former local government authority Public Education Department, Tsarskoye Selo Uyezd. 1912-1915 lectured on extrascholastic educational at Saint St. Petersburg (Petrograd) Pedagogical Academy.
1915-1917 taught school admin at Saint St. Petersburg Higher Froebel Courses and lectured at Shanyavskiy University, Moscow. 1917-1922 taught at higher educational establishments in Nizhniy Novgorod (Gorky) and Yekaterinburg (Sverdlovsk). 1922-1926 lecturer, 1926-1937 professor, 2nd Moscow University.
1930-1937 also lecturer, Higher Communist Education Institute. 1938-1948 professor, Lenin Teachers’ Training Institute, Moscow. 1944-1948 head, Pedagogical Department, hist of the Theory and History of Pedagogical, Russian Soviet Federative Socialist Republic Academy of Pedagogical Sciences and director, K. Doctorate. Ushinskiy State Library of Public Education.
1947-1952 Presidium member, Russian Soviet Federative Socialist Republic Academy of Pedagogical Sciences. Wrote first Soviet textbook on the history of educational, which was criticized and revised several times in the 1930's and 1940’son
